French to English isn't that huge a leap, so it can be with a competent enough translator who specializes in poetry. Baudelaire himself translated Poe into French so I don't think he'd necessarily disapprove of being translated into English.

Are the translated poems good? If so, then yes.

Some of my best poetic experiences happened through translations: Homer translated into Portugueuse by Odorico Mendes, Li Bai translated by Pound, Puchkin translated into PT by Nelson Ascher and so on.

I have translated a few poems and I realized that making a translation is easier than writing a poem of your own, because you already have a basis for the rhythm, the imagery is settled and so on. If the guy is able to write very good poems himself, then, there's no reason to think his translations will not be also worth reading.

Parallel editions are great, got pic related for a intro lit course and it helped me remember four years of italian in high school

still would call it a free form interpretation. He kinda knew the characters and just wrote what he assumed they were and creatively filled in the blanks. As poetry, it's really very pretty, shouldn't be read as a translation of the original work though, I wouldn't say that.
