Quite a few good books about rave Constitutional Congress but they're history not fiction.
I enjoyed Birdy by William Wharton. Not great prose but just a quirky book about a quirky guy and his obsession with birds. And he's really more Upper Darby than Philadelphia.
Brotherly Love and Gods Pocket by Pete Dexter were entertaining tough guy books but not great prose.
Shoot the Piano Player was meh tier noir.
Kerouacs first novel had a brief section where the author insert went to University of Pennsylvania.
So aside from history books, not much.

The Stone Face by William Gardner Smith is alright and takes place partly in Philadelphia but mostly in Paris.
I don't like it that much but some people I know who have read it seem to like it.
