That's from Mein Kampf, the paragraph basically says how "you have to break some eggs to make an omelet" as in "we have to gas the retards and exterminate anyone who dislikes the regime to become a strong nation that can conquer the globe".
The next couple sentences are about parasites and vermin (aka Jews) damaging the blossom (the Third Reich)
