English language haiku doesn't have syllable restrictions per line. The idea is simply to write a non-symbolic, naturalistic, observational poem of no more than 17 syllables and really anything more than 12 is a bit much. This is the same with Japanese where the general rule is 5-7-5, but Japanese rules of syllable count are different from English understanding. Even then Japanese haiku aren't beholding to 17 syllables and they're not necessarily written in three lines.
