It's the opposite if we're talking about Estrogen only. Estrogen got antidepressive symptoms.
However if we're talking about the full hrt treatment, yeah, Anti Androgens can indulce depression (specially cyproterone acetate) and hormonal variations too.

Study-wise there seems to be some evidence that men react poorly to high estrogen levels and women react poorly to high testosterone, separate from the body-changing effects, but nothing official, really.

I personally believe it'd depend on a lot of factors, like their personality and mental state. All healthy bodies should support both sex hormones, and if depression happens to a man on estrogen it's most likely because they don't like how they're affected by it.
