The DSM doesn't consider it a "mental illness" to consider yourself to have a gender identity that doesn't match your sex because it doesn't actually meet any criteria for a "mental illness." No personal identity meets that criteria if it doesn't actually cause any harm to the person who holds it or disrupts functioning. The DSM DOES consider gender dysphoria itself a mental illness because the distress it causes DOES meet that criteria.

That distinction is subtle for lay people, but important. Why? Because the intention of the DSM is to classify things as disorders because they INHERENTLY are disruptive to the sufferer, and not just because they are socially unacceptable.
