The difference between AGPs and trans girls is that AGPs are exclusively and securely cisgender.

That said, it's entirely likely that AGP can be an early sign that a guy is actually a girl, but this is not always the case, as evidenced by a number of AGPs who are simply traps instead of being transgender.
