It all depends on what you look like to begin with, how old you are when you start, and the overall look you're going for.

Hormones aren't magic, and if you're past puberty (which you're very close to being) then your general look is more or less locked in. The things it will change are skin complexion, softness, hair thickness, libido, erections, fertility, orgasms, mental state to some degree, and probably the thing that stops most people, boobs.

It will also halt further masculinization, which if, as you said, you want to be a twink forever, hormones will more or less guarantee that.

On the flipside, the negative consequences for femboys would be as mentioned earlier. Your sex drive would drop, erections would be somewhat more difficult, you would be effectively sterilized for the duration of your usage and depending on the length of time you take it potentially permanently, and last but not least you'd get anywhere from slightly puffy nipples to full blown breasts. (no way of knowing for sure without genetic counseling, but you can get a decent idea of what may happen by looking at your mom/sister and expecting one cup size less)

All of these can be avoided however by taking bicalutimide and raloxifene in place of estrogen and spiro/cypro though. No boobs, your junk still functions normally, etc etc. You'll still halt further masculinization.

As for the identity part, if you're taking hormones you probably have some kinda gender dysphoria so /technically/ you're trans, but it doesn't matter in the slightest if you just don't tell anyone.

That's what I do, and I don't pass as a girl or look like a visibly trans person.

Your dad and/or uncles are your best bet to see what you might look like when you're older, so if you can imagine them pulling off a twink look, then great, you're set and can completely ignore this wall of text.
