They are a reflection of the Imperial Japanese obsession with British culture (for obvious reasons) and its subsequent adoption of many school and military dress conventions. The pleated skirt for school girls was originally extremely modest and respectable in both Japan and England, but thanks to Victorian social mores around sex, which reflected a deep split between public appearance of propriety and actual debauchery, the skirt slowly became a symbol of sexual purity and availability to be taken advantage of. Following post war Japan, when the Empire was in ruins, deviant media and social practices began to take hold very strongly(this also happened in Germany) and the schoolgirl skirt became permanently associated with a kind of ideal deflowering and subjugation of women that fit very well with traditional Japanese culture, and the skirts (and panties) became the fetish object we see today.

that said, schoolgirl uniforms in Japan and elsewhere still use the pleated, knee length skirt and blouse as a standard, and it's really not that exciting in person unless you're an actual fetishist. It's almost entirely a media construct at this point, an original meme, if you will
