Because politics enthusiasts support them. Such people look back at past eras and note that society always had some subset to hate. They reason that therefore people need a safe target to vent frustration on.

Now, this goes very smoothly hand in hand with the modern trend of politics putting it's focus away from political institutions and political agents. A lot of people want those in power absolved of all scrutiny, and thought about what sort of people are to be in power and how they might go about doing their jobs purged.

Also, it is becoming more and more normal for men to rely on artificial affirmation about being "proper men". This insecurity predictably can be projected onto transpeople.

Similarly, poor health is becoming more and more of a norm, leading to dramatically desperate utilization of medicine, which leaves people fleeing awareness of teetering at an edge, at the mercy of doctors. This is of course a problem that people can also vicariously lash out at in transpeople.

It also goes hand in hand through people becoming obsessed with only looking at the health industry through principles, and not in terms of economics. This facilitates people being able to ignore the issue of transpeople having very minimal impact on society with bullshit excuses like "if just one tranny does something which we would trust a normal woman to never ever do, that's an outrage, just because it symbolizes monumental wrong to us, whether of not it actual means anything in practical terms".
