Doesn't regrow at all if done with electrolysis over a couple growth cycles. But that causes micro scars that can interfere with post-op healing so that's why most surgeons don't recommend it. Hair regrowth after surgery is normally rather limited, since the hair follicles are scraped out during the procedure. Some can be missed, though.
