Kissing and oral is really only a concern (as far as HIV at least) if you and your partner have open cuts or sores since HIV is mainly contracted through either semen or blood-to-blood contact. The thing with grindr is I find it easy to get a lot of messages though very hard to get people who aren't total sluts to follow up to meet or date. That's just hard.
