Actually in many societies they're not. A government must be answerable to the people in order to survive, else the people will overthrow it. In any case though, the point is that you never see a revolution replacing a government with no government. The closest is probably the American Revolution, and that was merely a highly limited government and still ended up becoming more powerful (with the support of the people) over time.

I won't deny that it's might makes right, but that's true regardless of the presence of a state. The existence of a state does tend to keep you safe as long as you stay on the state's good side, since they would use their might to suppress anyone else who wants to use violence. But without a state it would just be every man for himself, and chances are something similar to a state would end up arising organically anyway.
