There are a few reasons, OP.

First of all, women's sexuality is frowned upon. Look into slut shaming, honor killing, or the ways MRA's and incels try to justify rape. Women are supposed to be 'pure', so to protect their safety, most women aren't open about their libido.

Second, most women are cishet, and only have sex with cishet males. The cishet dating culture is terrible. Men are encouraged to see women as sexual objects, women are encouraged to be passive, everyone thinks you can just have sex without communication, females don't even orgasm from penetration, men don't generally know how to compensate for that... Plenty of women like casual sex, but actually getting a satisfactory experience in the hetcis dating scene is nearly impossible.

Third, safety. A lot of men think it's okay to 'get her drunk' or otherwise push the limits of consent. There is a real possibility of someone spiking your drink. Some women I know have personal rules, like never wearing high heels to a first date, in case they need to run away. Casual sex is more risky for women, and some just don't want to take the risk.

Fourth, testosterone. That's a biological factor that increases the chances of a cis man having a higher libido.

Most of it boils down to gender expectations, though. If you strip that away, men and women aren't that different. Just look at sites like Fetlife, check out /r/sex, or even look into the PornHub statistics. You'll find that all people are pretty much perverted, which is why we need progressive politics.
