No, but you can dress to de emphasize your height. It's better than nothing, and it really can help.

You can actually do this surgery yourself. First just make an incision into your leg, cut through the adipose tissue and the muscles. Break your fibula in half (the tiny bone) and remove it altogether. Don't worry about the sinew. Then use a circular saw and cut a portion of your tibula out. Use super glue to put the two remaining segments back together.
