It's a construct, so as many as you want.
Making them fit the most common genitalia makes sense, I mean two makes sense in that way, but genitalia can naturally have more ambiguity than that and we don't really add extra genders to fit those.
With it already being a mismatch, why not make some more. Make enough until you're comfortable. Make up your own, lobby for it, find enough other people who'll find themselves in that new gender and you have yourselves a third gender. Or just steal from the two others and make a combination of genders.
But the point is, it's a construct, do whatever you want with it

Start out by defining what you mean by "gender". Social construct/gender role? Pattern of dysphoria? Biological sex? ... personality?

Then consider what is necessary for something to "count" as a gender. Does there need to be a distinct cluster of people it matches? Or is every variation a different gender?
