Suzuya Juuzou from Tokyo Ghoul. It's a manga not a comic but he's a feminine guy who crossdresses a couple times. He is a little crazy though.

You dress as the opposite sex usually dresses, it doesn't mean you want to be that gender. If you wear a Star Trek uniform, does that mean you literally want to be on the Enterprise?
