basal metabolitic rate (bmr) is how many calories you would burn if you were in a coma and couldn't move at all, so it's how much your body naturally burns
it's sexually dimorphic, which means it's different in men and women
like most things, the reason it's sexually dimorphic is due to hormones -- men have less fat and more muscle than women, and muscle burns calories while fat is more inert in that area
that means that of two people at the same height and weight, the one with more muscle will have a higher bmr, and that equals to sexual dimorphism in bmr due to sexual dimorphism in muscle mass
that means that whether bica and ralox change your bmr, and how much, depends on how much they change the fat/muscle ratio
(this may not be purely accurate because it isn't a subject anyone's researched -- i know a trans man who's 10 years on t, male bf%, and has to eat female calorie levels, but most trans people seem able to switch in the first couple years)
