My goal body is basically to be able to see my abs again, and to be able to look down and see the base of my dick without having to bend over.

You don't actually NEED a program, specially at the beginning because managing to work out consistently for it to become a routine for you is the most important part. You need to consider your access to equipment to see which exercises you'll be able to do, how many times per week you can work out, so you can plan the intensity of it and most importantly what body type you want.

All in all exercising right takes a good amount of effort on the mind as well so if you are lazy and want an easy answer you'll have to either hire a professional or you'll end up doing something wrong.
I can give you some important tips such as:

Consider that learning the correct posture for every exercise you do is also important, because while at the beginning when you use low weights it might not be that bad, when you get into the heavier ones you can fuck your body up for life if you exercise with the wrong form.

When learning the correct posture always pay attention to the explanation you get about WHY that's the correct posture, many time you can apply this base knowledge to other similar exercises.

Some people exercise better during a specific time of the day (mornging-afternoon-night) and only you can find that out.

Stretching is good to prevent muscular pain but avoid stretching a muscle on the day you worked it out.

Eat as soon as you finish your work out or at least specifically protein as your body absorbs the nutrients better.

If you are not used to doing exercises your body might take some time to adjust to the workout sessions and you might feel pretty tired during/right after if the session was too intense.

Sleeping well is EXTREMELY important because it helps the muscle recovery and prevents you from feeling too tired.

Lastly, at the beginning it doesn't matter which routine you make, as long as you don't work out the same muscle two consecutive days, but work them out and don't exaggerate on the weights they will grow and you'll do fine.

I started about 5 months ago, had a friend show me correct posture for some exercises but he stopped going to the gym and I didn't really bother to learn it for some of the new exercises, so yeah good advice I'll try to. Another thing is the routine, I usually go 3-4 times a week but do the same exercises for arms, maybe varying one or two for legs and core. The thing is my legs are quite developed while my core and arms weren't, so I focus mostly on them (at least for now). Why do you say it's bad to repeat the same exercise?

Every day it's a problem because you don't allow your muscles to recover, muscles grow during the recovery time, if you hit them every day you'll plateau at a very low weight.

Few muscles can actually be exercised every day such as the abs and the calf, but the abs get worked on most full body exercises and the calfs don't NEED to be worked every day.
