Given that what you said is the only information I have to go on, I could see a few reasons. One is that they might not be into other dudes, even if they're super feminine and "want to feel like a girl". If they're gay, they might just have a preference for masculine males, or they might just see you as a friend. Alternatively, there's a chance they might like feminine guys, but they're inexperienced with interacting with them. In that case the problem might be that they don't want to offend you.

Look at it this way; you're a dude that for most of his life didn't really see other guys as anything to be interested in, but once you got into early adulthood you discovered transgirls, traps, convincing crossdressers, etc., and you kinda' dig it, but you're still coming at all of this from a heterosexual viewpoint. My therapist hasn't helped me get on HRT yet but I'm excited because she's totally okay with writing out a letter in the near future. She sees it more of a body discomfort issue and not an identity crisis.
