You shouldn't be afraid of prescription hormones. They won't turn you into a girl overnight, it still takes months to get irreversible results. Herbs have no guarantee of quality, and you could very well end up with a bottle full of some random weed. Their side effects are also less well understood.

OP isn't looking for normal HRT though. Herbs work just fine for a bit of feminization if you're alright with the slow changes. It's more cost effective to purchase bulk powders and put them in capsules yourself though.
I use supplements for a number of reasons not just feminization, but they've helped a lot. Like isoflavones are great for improving skin quality. I've only gotten a bit of boob growth, most people don't notice it or say anything about it.
