Last time I saw the guy was around a month or two ago. I'm surprised he recognized me and my name considering he hasn't served us for awhile
The last time I took my order he gave me a complementary dessert as well...
The place is quite busy, extremely busy in fact. They have no problem with attracting business and getting it.
Furthermore, it seemed like a very conscious decision on his part... But I think the restaurant does allow waiters to give complementary deserts if they have extra

Hmm it's still too hard to say but if it had been that long since you saw him and he recognized you it wouldn't surprise me if he thinks you're cute. Just ask him out, worst case scenario you get rejected but at least you will be able to say you tried.
