It's about proportions. 15" is on the high end for cis women. A woman with those shoulders would also have 15" hips (and usually wider). Meanwhile, 14" hips are literally the male average.

If it matters to you at all I used to be 320lbs at 5 8. Don't have my measurement's from then but a 1 year and half of hrt and exercise and I'm 200 with:

Hips 45

My shoulders are also roughly 45 inches around and meet my hips nicely. You never know what's underneath friend.
