You're right, it's impossible. But it's easier to exclude based on an objective metric rather than forcing everyone to post pics.
It's like hearing.
Similarly to transition age, we assign an arbitrary frequency which we believe that hearing tops out at.
Think of a starting age like 25 as the 20kHz of transitioning.
This is where all but a small minority of transitioners stop passing.
That doesn't guarantee that people will pass before that age, but it does mean that it's unlikely to happen afterwards.
Some people can only hear up to 14kHz, and similarly, some people will fail their transition if they start at 18 or 19.

Hi, trans girl who has met a lot of the "cis tier" trans girls that post under trip codes here.
The cutoff is essentially perfect at 20. The most legit cis looking peeps I've ever known started at 19 or 20 oddly enough. Most every tranny is clockable (when viewed IRL) from about 20 meters away. This includes a lot of posters I've met who started at 16, were intersex, or otherwise "lucky."
