That he is either ignorant that each president gets a custom version of whitehouse.gov made for them, where they can add their key issues later on (which clearly hasn't fully happened yet since he has been in power less than a day). Or more likely he is an opportunist.

Since the whitehouse first had a web presence in the Clinton days they have archived old versions of whitehouse.gov when a president leaves, and built a new version when a new president takes office. This is common knowledge.

Who knows. This signal is drowned in noise. It could be any of a number of messages from any of a number of people. Most of the messages are innocuous. Most of the people are anonymous (to you at least). It's not something to pay close attention to. Pay attention to the actual work he does as President, and to the actual things that he and Pence say from their actual mouths. This is hardly that.
