It doesn't in my experience. If you shave against the grain(read:too closely) then you'll get razor bumps like nobody's business, though. I'm >>7466669 and if you can afford it, it's been worth it for me to get my legs waxed as I've been smooth for the 3 weeks since I did so, as opposed to having to shave every 2-4 days to keep them smooth. I've been told that multiple waxing sessions will make hair grow back thinner and finer as well because of the continued removal of hair follicles, but that may be misinformation just like shaving making hair grow thicker.

I can do with unshaved, but that depends on the thickness and color.
So essentially most blond guys have it easy, while being pale with thick black hair is a disaster if you want it smooth.

Waxing does thin out the hair. I do it myself though so I probably wax like 10x as much as people that go to salons to do it. Plus I have pili multigemini which means one follicle on my body often has 3-6 hair shafts growing from it. From a waxing perspective that's 6 times the probability of damaging the "organs" of the follicle upon waxing as normal people have.
I've epilated my butt for probably like 5 years ish now and these days it is mostly hairless and just gets vellus hair. I only epilate it maybe 4 or 5 times a year now compared to like every 2-3 weeks when I first started.
