Take a match of your natural skin color for the general foundation. Apply this color on your whole face at first! Blend in.
Then contour (1 tone darker than your overall foundation), blend in, and highlight (1 tone brighter than your overall foundation), blend in. You might even consider going 2 tones darker/brighter in some areas, but don't do that in the beginning.
Beware: If you do the make-up on your neck, try to not go that deep down like pic related shows... you will mess up your clothes (especially bright tops) otherwise. Apply make-up only down to your throat or so. Appyling make-up further down is always a little bit dangerous. Don't do it in the beginning!

Well its kinda a mix of both. You want to look like a 4-5/10 cis girl at the absolute worst. If you are horrifically ugly its better being an ugly guy than an ugly girl. Butt ugly girls are treated worse than top tier trans girls are by society. On the high end you should be shooting for a 7-8/10 cis girl, any higher and you will draw unnecessary scrutiny and probably need a shit ton of cosmetic surgery to even get there. If you pass as a butt ugly disgusting looking girl then you would be passing with an 'F' ... I cant do that faM.

7-8/10 cis girl puts you in the sweet spot where you can maximize your use of female privilege as a trans girl. Regular people wont scrutinize you near as much for fear of getting put in their place. Higher tier people usually only scrutinize people on their level so if you can fly under it, you will be good from that direction. If you look cute and presentable you will blend in better and get clocked less.
