Conversion therapy is legal in 45 states but conversion therapists haven't been allowed to use shock treatment since 1973, when homosexuality was declassified as a mental illness. You're giving Pence more credit than he deserves by saying that he "does not support" shock treatment in conversion therapy because it was forbidden by other circumstances. Who's to say he wouldn't overturn that if he could?
