Hrt isn't about how much help you need passing, it's mostly for preventing masculinity. If she doesn't take hrt her shoulders will get broader, her face will become more masculine(even after FFS testosterone will continue to effect the face) her hands and feet will possibly grow large and more masculine, and statistically she will likely start to bald at some point after the age of 25(possibly earlier if she's not lucky)

Not taking hrt may seem like a good idea right now but if she doesn't get it eventually she's going to realize it was a bad idea to not take it once it's too late.
