Like all people some are retards but most are fine. I think it makes sense that's lot of people who experinece dysphoria don't actually strongly identify with the opposite sex simply because that is a more extreme situation, and the being intermediate is more likely based on a distribution.
Just use singular "they", it's pretty easy and makes more sense than going out of your way to identify a person as he/she even though they explicitly don't fit into those categories.
