a whr of 0.8 is more hourglassy than mine was pre-t (but i'm built like a slightly twisted tube and transitioned young so cannot be used as a measuring stick of natal female body type)
i'd recommend trying to lose a bit of weight, you'll lose a whole lot of muscle on hrt but gain fat analogous to the reproductive fat of cis female puberty that often results in absolute weight gain, and the distribution pattern of that fat doesn't always improve your body shape (you'll gain some on your abdomen as well as your hips/ass/thighs/upper arms)

I doubt OP's hips are larger than their hips but sadly it only asks for your bust size, not shoulders size.

it only makes sense to measure your shoulders vs hips. i personally have waist–hip ratio of .75 but my shoulders are yuuge so my upper body doesn't pass at all
