Femboys are basically another name for a nonbinary gender, varying from what tumblr would call "demiboy" to "androgyne" all the way to "demigirl". Femboys might fall anywhere along this range, and may undergo physical changes to their sex, but usually less than a "typical transsexual " would. Nonetheless, by taking hormones or getting surgery, they are literally changing their sex, and in that sense are transexual, even if the transition in this case is male to male aligned intersex state, rather than male to female.

MTFs on the other hand, are induviduals who have formerly presented as a male, and have formerly been biologically male, that seek to completely change to female, both socially and physically. They usually engage in taking hrt, which changes their hormonal sex, and often times get surgery as well to change their anatomical sexual features. MTF is a binary identity.
