yes. Gender is a state of being not a visual appearance. A woman can have a penis and a beard and still be a woman. If they identify as a woman is is trans-phobic to be treated as a man even if they appear outwardly as a man.

If anything being against the concept of passing is transphobic. Every transperson has the wish of looking like their gender to reduce confusion in cis people nd to live a normal life. These standards are based around social norms which is a platform most people in this world live by. Being different in this regard is not normal and by societies rules something that is not recommended. Most transpeople live by societies standards and that is something non-normal people must accept. No matter their political ideas.
I.e. a nonbinary telling a trans person they don't need to try and look cis is transphobic, because they're completely ignoring the transpersons wishes and their standpoint just because of their own ideas. At max it might be nb-phobic to be for passing concepts, but then only if they shove it onto the non-binaries.
