I am sincerely curious as to whether the LGBT community (which is probably very different in Japan) has actually had any influence on any aspect of Digimon.

I don't know any more about this than you do but there are a few possibilities.
There could be queer people designing Digimon, influenced specifically by their experiences.
Or it could be that the Digimon designers are not queer, and just borrowing from the look of bondage culture and queer culture to make the characters seem more exotic, tough, or dangerous, with little concern for how the queer community will read those signals.
