I'll be honest and say you straight up don't pass, and probably won't have much hope to unless you get FFS to change your jaw. You've still got quite a bit of facial feminization to squeeze out from the HRT but I doubt it will be enough to push you to female facial cues.

Maybe try flat ironing your hair?
I think that if you condition it well and keep it somewhat moisturized and neat then it will look much better and make a big difference. It doesn't really look good when it's that puffy and skewed. You should try parting it more symmetrically or using some sort of simple hair clips to keep it contained on one side. I think that if you pin it up at the back of your hair and keep it out of your face it will look more feminine.
Also you should try experimenting more with the eyeliner in different styles, put more on the bottom, leave a gap at the ends, etc. You can try defining your lips in a more feminine manner using liner also.
