Czech Republic, Slovenia are much better destinations for "investments". Then I'd place Hungary/Slovakia/Croatia, then Poland. I don't know much about the balts, or Romania/Bulgaria.

The Czechs were actually the ones who "suffer" the less from Gommunism and almost managed to make it work (Socialism with a human face), and they decriminalised homosexuality as soon as 1962 (following a study concluding that you can't change gay people).
