Canada was very transphobic in the past, so not approving enough transitions can't completly be held against him. Since HRT and SRS would be government funded, limited funding was probably available. Other problem is, SRS used to be required for a legal gender change. Blanchard probably felt this wasn't suitable for the average AGP.

Canada as of 2016 is a much better place, AGPs get hormones and legal gender change, but don't require expensive, invasive, complication and regret prone SRS.
