That's not true, the vast majority of intersex cases do not have obviously ambiguous genitals which is the way they're usually recognised at birth. There are many different types of intersex conditions and true hermaphrodites are almost nonexistently rare and even less extreme obvious physical signs are not present in the majority.

Most cases are only recognised when they begin to have some sort of developmental issues as they grow or go into puberty and even more don't have those issues and only realise something may be amiss if they try to have children and realize they are sterile, even in those cases intersexuality is generally not the first guess without some other sign so they'll be tested for most other possible causes of infertility first.

It's very hard to get statistics about either group because shit is so underreported but intersex are most likely even more underreported because while trannies can be repressed intersex people can literally have no idea that they're intersex because they're the majority that don't have obvious physical signs.

Of course if you're counting genderfluid-non-binary-whatever "I don't actually want to transition or do anything but respect my pronouns which are mario/luigi/bowser and give me free oppression points" types as trannies then it'll skew the number.

Welp, did my own little research and found out that:

1. They have fully functional natural-looking benises capable of erection and with viable sperm
2. They can fug and have babbies but cannot give birth, because while they have a hole in their childhood, it has no uterus

Nature is simply astonishing. In a way, basically these are just massively underdeveloped men physically (mentally they've always appeared to identify more as guy anyways) with an incredible puberty. But, at birth and throughout their childhood, they are seen as physically indistinguishable from cis grils.

Imagine if people in general evolved this way and they weren't a minority genetic mutation?

Ultimately from what I've gathered, it seems that it's not possible for ftms to get the same fully functional puberty benis treatment if artificially induced, but who knows...
