Yes, by the actual scientific definition of meme. Of course, gender dysphoria would exist regardless of whether society acknowledged it or not, but the concept of being transgender is an idea passed around through social interaction. And the concept of "trans man / trans woman" is a social construct, as some non-Western cultures (and even arguably Western cultures as well, at various points in history) have responded to gender dysphoria in different ways, sometimes viewing gender dysphorics as a "third gender" or androgynes rather than as a trans version of the two main genders.
