I don't buy that. I'm 6'3", lived in both the US and Germany, and frankly I feel like I rarely met guys taller than me. Maybe in athletics circles there are more taller men, but in normal, everyday life I am taller than about 80% of the men that I meet.

I would say below 5'9" or 5'10" qualifies as "short" for a guy.
