I think it's a setup so that they'll be able to turn "ugly shitty apartment" into "kawaii apartment" through the power of gay love and tasteful furnishings. Which I could buy if they were spinning a "Milo's stepdad got them a great deal" angle. But even then, you'd expect them to be shitting themselves over how spacious the flat is and in such nice area.

And through all of this I'm still left wondering where the fuck this is going. Is the plot line seriously going to be fixing up an apartment for the next year? The short haired ginger dude showed up again, and then immediately left again. Is he gonna do something? It feels like every major conflict in the comic has already been solved, how are we only at the halfway point?

They've repeatedly demonstrated that they've given up on plot lines. The winter holiday "story" arc lasted for six months, meanwhile the driving force of recent drama (Liam can't tell his homophobic dad that's he's gay) was resolved over the space of maybe three pages and then there was a timeskip to work out the awkwardness.
The literal drama now is "Eli is slightly awkward around Milo", "Milo is slightly awkward around Eli and theatre/agent guy" and "Let's find a nice apartment in a nice part of London even though one of us is a student and the other works as a waiter".
It's pure slice of life. Any potential drama plotline has been buried, even though there were plenty of potential kicking off points and random false starts (Liam's book, for example). Even the stuff with Alfons resolved itself by having him magically fix what was apparently a gang turf war.
I didn't realise it was so planned out that we know there's a half way point, but I imagine it will eventually lead to a crescendo of Milo and Liam getting married. I'd like to say that maybe the strain of living together while one person works and the other is a drama student could prove too much, and the rest of the comic demonstrates the falling apart of their relationship leading ultimately to a complete breakup, but as seen time and again with this comic everything has to be 100% happy.
