so i know a guy who tells me he isn't gay, but he has fantasies about having sex with shemales. Where is the drop off point from straight to gay? Like is it because it is technically a guy he is gay, or is it that because they want to be girls that he is straight.

There really isn't one. That's why people say sexuality is a spectrum.
In the strictest sense, "gay" means "a man who exclusively has sex with other men"(with the man part being an important detail. Homosexual women aren't gay for the same reason homosexual men aren't lesbians)
In the loosest sense, "gay" means "has sex in a way I don't approve of". People argue that having anal sex with women is gay, or even that vaginal sex can be gay if you do it in certain positions or if the girl isn't pretty enough or if the wind is blowing a weird direction and the soil's pH balance is off.
My advice is to stop worrying about labels. Labels are supposed to make communication easier by giving a quick and simple way to express something. If a label causes confusion and starts requiring clarification, then there's no point to even have the label in the first place.
It's quicker to say "I only fuck manly guys with blue eyes and penises longer than 7 inches" than it is to say "I'm an azuropticohyperandromacroseptiphallicosexual, which means I'm only attracted to manly men with blue eyes and penises longer than 7 inches"

It depends on what he finds attractive about them. One poster was gay and masturbated to trans porn. But after meeting and talking with trans girls (to hook up), he realized it wasn't that he was attracted to them, it was that he wanted to be like them.
