Yes a good charger knows when to stop. I'll also mention that the charge voltage threshold for a Li-Ion battery needs to be accurate to under 0.1V. Many aren't that good. Charge at to high of voltage and irreversible changes in chemistry happen.

I know 80% won't get you full capacity, but it does avoid increased heating and cell damaging chemical changes that happen near full charge.
