This shit is why bills annoy me, what does this have to do with the rest of the proposals? If it gets rejected, this is what politicians are going to say rejectors opposed rather than all the things that actually relate to one another.

The bill is "severable" meaning that individual parts of it can be struck down as long as no other part of the bill was contingent on that article
