While you're right you don't seem to understand it. It has been working since the 20's. The US ahd the star system in Hollywood, where you didn't just create a character but you also controlled every aspect of the actor's life so they would represent what you wanted them to.
A lot of development was made in nazi germany, propaganda was a big deal to them.
