Most wealth redistribution programs are based on helping the poor get back on their feet so they can find productive employment and stop them from being a drain on society.

Yes, in theory. But if you give them money but don't provide the conditions for them to find jobs, you make them dependant on the goverment. And then you get easy votes because all you have to do is to say "if X wins, they'll take away yer moneeh!"
