No it means ~67% of FtMs never transition for one reason or another. Either they're not that dysphoric, or they're fetishists who grow out of it or they use their female privilege to dress and act masculinely without any real judgement.

OTOH for MtFs things are much more DO IT or kill yourself (or transition when you're 50 after 50 years of self loathing which is basically killing yourself). Think about it, it's literally 100% socially unacceptable for a guy to wear a skirt anywhere, anytime. Only cases where that's broken is for Halloween or for a "joke" but imagine a "guy" showing up at work in a skirt? Not only would he be thrown out of the office he'd almost certainly lose his job and be arrested.

OTOH of the other hand, when was the last time you saw a woman in a skirt at a workplace? It happens but isn't very common.

And that's why there are approximately three times more MtFs out than FtMs. FtMs don't risk being murdered, jailed, fired and beaten when they act masculine.
