Because needing 25" to accommodate the upper of a disassembled rifle with a 16" barrel means your backpack or bag is fucking huge and ridiculous looking. Yes, to an extent, but my 11.5" AR with 64gr Speer Gold Dot .223 is plenty effective out to around 200 yards. You live in a suburb, not the mountains of Afghanistan.
