The SKS was never meant to be the main rifle. As a carbine it would continue to see second line service while a new rifle, SVT or derivative probably, continued in service.
The AK happened to be better at being a carbine then the actual carbine it was not supposed to replace.

It was meant as a carbine to the SVT-40. It would have been replaced. If not by the AK they would have come up with a different rifle build along similar lines. For instance the Chinese adopted the Type 81, basically an SKS moulded into the role of an assault rifle.

Actual barrel length really has nothing to do with it, it was a shorter barrel than rifles at the time.
ALL rifles from the 1946 trials failed because they used barrels shorter than the minimum requirement. After testing the shorter rifle barrel was allowed for the 1947 trials ending up with a rifle with a bareel shorter than the older carbine.

I live in new York but i'll be going to a trade school in Seattle in a few months. I plan on moving to Oregon after I graduate. So my question is, can I buy rifle while at school in Seattle and just leave it with a family member in Oregon? or will I still count as a resident of new York since I'll only be there for 7 months

Assuming it becomes as ubiqutious as the AK did, I imagine it would go through periodic updates (such as removable box magazine and folding or removable stocks).
If the AK never existed, and the Soviets had come up with the FAPCO stock system in the 1950s, I'm certain they would still be using the SKS today.
For a 7.62 rifle, it isn't completely terrible even by today's standards. The worst thing about the design is the tilting bolt. Everything else is basically just ergonomics that could be easily upgraded.
imo the Manual of Arms for the SKS is just as easy as an AK anyways.
