Put some rails on it, an adjustable stock, a bolt hold-open & release, and an ambi safety and you've got a nice modern rifle.

It's considered an important piece if its in 5.56x45 or 7.62x51 since the plastic bits only contain the pistol grip, magwell and mag release. The actual metal receiver contains all the important parts (Bolt assembly, FCG, etc). If it was in 7.62x39, the plastic bit wouldn't really be necessary, as old galil furniture can fit just fine (Whether it's the AR, ARM, SAR or micro) to replace the pistol grip and the mag release is located in the metal bit like a Kalashnikov as shown in this forum.

The bullpup Ak 5 was never a serious project as far as I know, although at least one was bubba-ed together. I bet someone had either heard of or gotten to use the Valmet M82 and figured they'd try to do something similar with what they had but that's just speculation on my part.
